Chancellor Alistair Darling yesterday unveiled his second pre-Budget report of this economic downturn. Chancellor, Alistair Darling has announced today that the Pre-Budget Report will take place on Wednesday 9th December, 2009.

The Professional Contractors Group (PCG) last week issued a three-part wish-list to Alistair Darling, the chancellor, ahead of his Pre-Budget Report.
The wish-list included the requests to; Scrap IR35, drop ‘income-shifting’ rules, and provide freelancers a less restrictive business model.
